The problem with fantasia (Deus ex machina)

In Disney’s masterpiece Fantasia, Mickey Mouse, the Sorcerer's Apprentice is tired of fetching water by pail. When the sorcerer departs from his workshop, he seizes the opportunity and enchants a broom to do the work for him using magic in which he is not yet fully trained. He gets mesmerized by his newfound powers but soon the floor is awash with water. The apprentice realizes that he cannot stop the broom because he does not know how.
Not knowing how to control the enchanted broom, the apprentice cuts it in pieces with an axe. However, instead of stopping it, each of the pieces becomes a new broom and takes up a pail and continues fetching water, now at twice the speed. When all seems lost, the sorcerer returns and in a “biblical” fashion he quickly breaks the spell and saves the day.
The story is based on Goethe’s poem “Der Zauberlehrling”, written in 1797. It is a very graphical representation of a situation where someone overwhelmed by his problems summons the help of others –allies in politics- that he cannot control. Soon he realizes that he ends up with a far worse mess than the one he was trying to resolve in the beginning. Sounds familiar? Probably yes!
But there is another lesson to be learned. That is “don’t mess with things you don’t fully understand”. For example; it is very self assuring to think that a magical solution exists for Greece’s troubles.
“We first curtail the remaining public debt; then we erase all the conditions (MOU’s) and relevant legislation and because we are young and innocent we will renegotiate our magic with the universe from scratch. And if that was not enough, because we want it the universe will conspire to make it happen.”
But this doesn’t happen, even in fairytales and poems; why will it happen in real life?
And now a real life question: assuming you are wrong and the universe doesn’t conspire to make it happen. What happens next? Is there an old sorcerer to save the day? Is there a “Deus ex machina” to save us all? Not really unless you are Euripides or Goethe or a Mickey Mouse apprentice.

Thanks Giving

In contrast to our Continues Daily Complaining … I suggest we adopt the Thanks Giving custom and be thankful, for once, for what we have, instead of nagging for what we don’t or for what we should (not even could) have. Even more when we are being deprived some of what we used to have (like these days).
But I guess we feel like the Native Americans (those we call “Indians”) that stage a protest on the occasion of the “American Indian Heritage Day”. Like them that lost their world when the ex. European pilgrims and settlers took over their lands, we probably feel the same.
Since 1821, those same “pilgrims” from the East and the West (Great Powers) come to our land and took it over from the natives, the indigenous peoples of “Ynanistan”. And if that was not enough, they gave it to the Greeks, the descendants of Aristotle, Plato, Pericles and Archimedes, those that gave to the world all of what it makes it today. (The western world that is) Science, Philosophy, Democracy, Fine Arts and Architecture, Poetry, Literature, Drama and Theater; and I must be forgetting some other contributions of ancient Greece to the western Civilization.
So let’s be thankful, for once, not to the “Great Powers” that hunt us but to our Greek Heritage. That is why we stand today as a nation. That is why today there are National States. That is why there is a Europe and a Union to fight for. That is why we are not still an “Ottoman Province” or not called “Former Turkish Province Of Yunanistan”.

I think we should keep an eye on the big picture; the forest not the tree! Greece has a problem but it is not The Problem. The Problem is indebtedness and the fact that we, the western world as a greater society, have build prosperity on shaky grounds without proper foundations.

Staring into The Abyss

Staring into the abyss, it’s a long way down. So we have learned. Like Felix Baumgartner, we have leaped into the Abyss some three years now but the surface or the bottom if you like is nowhere to be seen. Unlike him, we have been totally unprepared and unwilling to do so. None the less we leaped.  But staring into the abyss long enough the abyss looks back at you!
We are all, by choice or definition, free to care about whatever we want. Exercising this freedom of choice is what harnesses the subjective moral meaning in life. However, sometimes our choices have unintended natural consequences: so there are limits on freedom. So we have learned, or haven’t we?
This means that former partners in the Union have become too punitive, we have become too dismissive and the world has become too unstable. The situation may be described as unsustainable. What started as a markets’ test of Euro’s strength has been evolving into a whirlpool that threatens to take down the Eurozone, Europe and the World at large.
Homer, the ancient lyric poet, knew about those dilemmas and when he wrote Odyssey he tried to warn us. He tried to teach us that when faced with a dilemma of such repercussions, caught between Scylla and Charybdis, there is one thing to do. Accept to sacrifice a few by navigating close to Scylla so that the ship can move on instead of playing it all or nothing by choosing to pass through the Charybdis whirlpool. That had been the ethical dilemma facing the Greek authorities so far. But staring into the Abyss for too long they have become part of the problem. Now the choice lies with the EU/Troika. It’s their dilemma now. Now they are caught between a rock and a hard place. Sacrifice Greece and save the Eurozone or play their own version of all or nothing dice. So far it’s not looking well.
There must be an abort lever somewhere, an emergency parachute to open.

Or maybe, we the Greeks should engage in another heroic act of sacrifice, like the infamous Souliotisses (Suliot women) with their Zalongo Dance (1803) or like the Free Besieged of Missolonghi and their desperate Exodus (1826). Do as Rhigas Pheraeos wrote in his “Thurios” war song: "It's better for an hour we live our life free, than living forty years in bondage and in jail … and everyone should hear that, brave we will be".  A heroic Exodus from the Euro area is what we cognitively know we can do best.
All these glorious moments will go down in history as yet another heroic act of self destruction. Because we, the modern Greeks cannot crack down on tax evasion cannot curtail the public sector and must always rely on foreign assistance! Because unlike Rhigas, we never aspired “the equality of the citizens against the law, the private and national freedom, freedom of the press, the security of citizens, the right of ownership, the opposition to violence and inequity, e. t. c.” all the basic principles of the Greek Constitution that originate from the French Constitution of 1793. Greece, being the first of the modern European States to be established with a modern Constitution based on the values of humanism of the French Revolution, is yet the last to become one. A modern European State.
So, let us do what our Eastern/Orthodox culture dictates: suffer the Crucifixion in light of a Resurrection.

Αντί να σπάμε μάρμαρα

Αντί να σπάμε μάρμαρα και να χάνουμε χιλιάδες ώρες σε πορείες και καταλήψεις (έλεος) δεν θα ‘ταν καλύτερα να έχουμε σκεφτεί αυτό;  (E - reader κόστους 9,90 ευρώ από γερμανική εταιρεία)
Φαντάσου να αφιέρωναν οι μαθητές, οι φοιτητές, οι εργαζόμενοι, οι καθηγητές, οι πολιτικοί μας κλπ, αυτές τις ώρες σε σκέψη για νέες ιδέες και σε δουλειά ώστε η ιδέα τους να κοστίζει 8,90€ και όχι 890€! (τόσο θα κόστιζε –υπερβολή για έμφαση- αν το φτιάχναμε εδώ).
Και βέβαια αν συνέβαινε αυτό, δεν θα φτάναμε ποτέ στην σημερινή μας κατάσταση γιατί πρώτα απ’ όλα θα σεβόμασταν τον κόπο και την εργασία μας.
Αντί όμως να κάνουμε αυτό, διώχνουμε και τις λίγες εταιρείες που υπάρχουν και δημιουργούν στην Ελλάδα (πχ. Coca Cola Hellenic, ΦΑΓΕ). Αλλά βέβαια, αφού φεύγουν τα μυαλά, οι άνθρωποι (το ανθρώπινο κεφάλαιο) γιατί να έρθουν τα λεφτά (επενδύσεις);

«μην απολύεις τον δούλο σου δέσποτα»

Λοιπόν: 11,5+2 δισ. λείπουν. Είμαστε 5-6 εκατομμύρια φορολογούμενοι, οι μισοί δεν πληρώνουν ή δεν έχουν εισοδήματα. Άρα 13,5 δισ. προς 3 εκατομμύρια φορολογούμενους, ίσον 4,5 χιλιαρικάκια στον καθένα, δηλαδή 9.000€ ανά νοικοκυριό (2 φορολογούμενοι). Άντε να ξεμπερδεύουμε….
Η Τρόικα: Δεν ξέρω, δεν είδα, δεν άκουσα!
ΥΓ. Καταλαβαίνει κανείς το μέγεθος του προβλήματος: με 9.000€ έξτρα φόρο ανά οικογένεια, ίσα ίσα που επαναφέρουμε το πρόγραμμα στον ίσιο δρόμο (στόχος 120.5% Χρέος προς ΑΕΠ το 2020). Και αυτό μόνο για τις αστοχίες του 2011-2012.

A Glimpse of Optimism

Finally, after months of pessimism, a glimpse of optimism has emerged! I shall explain myself.
For months, the policy mix has been striving for an internal devaluation. That has resulted to massive wage cuts in both the public (fiscal tightening) and the private sector (devaluation for competitiveness gain) affecting GDP by devastating consumption. However, although demand has dampen the supply side (product and services – retail) has been very reluctant to cut prices, pressured by VAT, income tax and other rising costs (fiscal tightening). So far, many commentators, analysts and economists and some politicians (liberal mostly) have been arguing that the free markets are stalling, not working properly.  

The glimpse of optimism

First of all, for the free markets to operate as such there is a need for free competition (from the supply side) and rational buyers (from the demand side). A rational buyer will ask for a lower price, in situations like these and in a competitive environment the supply side will respond in order to protect market share and survive the depression by lowering its operating costs and retail prices while trying to retain some profit margin. This, in our case has been a very slow process. “And yet it moves” as Galileo allegedly whispered after publicly renouncing his theory that the Earth moved around the Sun.
In our office building block, there are two coffee shops at the street side. The one is an older establishment, over a decade old and the other, the newer one, has opened soon after the first signs of the recession at a time when sentiment was still out of contact with the realities. Those corner-shops, because they offer quick launch options at below restaurant-range prices have mushroomed in the downtown area during the past two years, as for each one closing almost two were emerging.
Their coffee prices have followed this paradoxical trajectory that drove many to the hasty conclusion that markets don’t work. In the begging months of the crisis prices were rising adjusting to their increased operating costs. Then, for many months, deeper into this depression, they kept those prices stable absorbing the latest VAT hikes and other operating cost increases. However, none of them was yielding to any price reductions, the sort of thing you expect in a situation like this (the case for duopoly and cartel like pricing). Then, one day, the older one decided to cut 10% from delivery price for a cappuccino coffee. A week later, the newcomer responded with a significant cut in its coffee price, some 31% reduction. For a day or two, nothing happened. Some customers switched to the cheaper one but many others remained seemingly unimpressed by the move until one day.
Today is that day. In the morning, as I was passing through, I heard some saying “Kostas look, we buy our coffee from you for ages but you see the other one is much cheaper now and as things are, we are not in a position to ignore it anymore as our salaries have been cut, twice (in some cases) and we need to save as much as possible.”
An hour later, the delivery boy from Kostas’ coffee shop arrived with a message: new price for your company. A mere 31% discount! (Matching the lower price of the competition) At last, free markets work, indeed! It might take a while but it has to have both sides taking part; the supplier with its price power and the customer with its power of choice and furthermore the willingness to exercise this power and negotiate for a lower price. However, this is effective only in a competitive environment with many products and services that are substitutable.
This doesn’t mean we are out of the woods, yet. GDP will further fall as a result of this internal devaluation but lowering the price will help turn consumer sentiment and this will be the catalyst for the re-start in the economy. This is part of the bottoming process. It is a new begging, a glimpse of optimism at last!   
PS. The cost of a cappuccino coffee is still pricy at €1.50

Ξύπνησε το Ηφαίστειο!

Μήπως να ξανά-διαβάζαμε την ιστορία του σύγχρονου Ελληνικού κράτους; Αυτή που δεν διδαχθήκαμε ποτέ στο σχολείο (εκτός των της 3ης δέσμης, ίσως), γιατί ήταν πολύ πρόσφατη και δεν έχουν περάσει ακόμα 2-3 αιώνες… Γιατί μεγαλώσαμε μέσα στην αμάθεια και την μυθοπλασία, ο καθένας με την ιδεοληψία του (αντί ιδεολογία του).
Σε αυτήν την ανάγνωση, λοιπόν, θα βλέπαμε ότι οι περίοδοι αδιάλειπτου δημοκρατικού πολιτεύματος και ειρήνης, μέχρι και το 1974, ήταν περιορισμένες. Γιατί, λοιπόν, μας κάνει εντύπωση η σημερινή ανάκαμψη των άκρων (εθνικιστικών ή κομμουνιστικών – το προτιμώ από δεξιών ή αριστερών, για να λέμε και τα πράγματα με τ’ όνομά τους). Αυτοί ήμασταν και αυτοί παραμένουμε. Το κέντρο, σχεδόν πάντα, ήταν μειοψηφία.
Η εξαίρεση της περιόδου της μεταπολίτευσης, η περίφημη εθνική συμφιλίωση, απλά επιβεβαιώνει τον κανόνα. Αλλά και τότε ακόμα τα άκρα δεν εξέλειψαν, απλά διαχύθηκαν μέσα στις μεγαλύτερες κομματικές ενώσεις.
Σήμερα, ελλείψει διαλυτών, επανασυσσωρεύονται όπως η συσσώρευση του μάγματος στον υπόγειο θάλαμο κάτω από το ηφαίστειο της Σαντορίνης και η τάση αυτή, αργά ή γρήγορα, θα οδηγήσει στην εκτόνωση. Τώρα όσοι αντιλαμβάνονται την αναλογία με την Σαντορίνη, έχει καλώς.

The real fear for the impending decision by the German Constitutional Court

The real fear is German Constitutional Court (GCC), while allowing the German President to sign off on the ESM, (thereby making it effective), may impose some restrictive conditions too. It should be noted that, in the past, the GCC has imposed conditions, which has set a precedent for all to see. The main reason for this concern is as follows. The ESM, which will have a max capital of E500bn at best, has insufficient firepower to undertake its task. Its resources must be increased. The EZ countries will not/can’t, in a number of cases, contribute more. As a result, the ESM must leverage itself, either through obtaining a banking license and then borrowing cheaply from the ECB (as is the case with the European Investment bank, which, by the way lends directly to governments), or through the issue of bonds which is purchased by the market, though possibly by the ECB as well. The German’s have steadfastly opposed this idea, though it is “clear” (to the author) that Merkel, privately, will not oppose such a measure. To date, her opposition has been for domestic public consumption, rather than otherwise. The judges at the GCC will surely know that and may, for example, force Germany to seek prior approval from the Bundestag, God forbid the consent of the Bundesbank or limit Germany’s exposure in some way, unless approved by the Bundestag/Bundebank/the people, etc. If this or something similar is the decision by the GCC, uncertainty will prevail. Medium to longer term bond yields of the peripheral EZ countries will rise (soar?) and unless resolved, these countries will be forced, yet again, to borrow at the short end (given ECB support), which clearly is untenable.

Quiero mi dinero - "Θέλω τα λεφτά μου"

και εγώ κυρία μου, και εγώ! Και εγώ θέλω τα λεφτά μου πίσω. Αυτά που σήμερα μας παίρνει το Δημόσιο για να μην πειράξει καμιά "ιερή αγελάδα". Και ενώ συνεχίζει να απομυζεί κάθε ικμάδα ρευστότητας και αποταμιευτικής ασφάλειας από την όποια μεσαία τάξη έχει απομείνει, όσοι ακόμα έχουν δουλειά, ταυτόχρονα συνεχίζει να παράγει πρωτογενή ελλείμματα περιπαίζοντας έτσι και εμάς τους εξαναγκαστικά «εντάξει» φορολογούμενους αλλά και τους Ευρωπαίους πιστωτές μας (φορολογούμενοι και αυτοί).
Γράφτηκε ότι στο μέτρο της νέας εφεδρείας (αυτής που θα πληρώνονται για 3 χρόνια με το 60-65% των αποδοχών τους) θα συμπεριληφθούνε και οι επίορκοι αλλά και οι κοπανατζήδες … (οι εκπαιδευτικοί που επικαλούνται ψυχολογικά προβλήματα!) Αυτοί δηλαδή που θα έπρεπε απλά να απολυθούν, εφόσον κρίνονταν ένοχοι (αλλά αυτό θα έπαιρνε περισσότερο από τρία χρόνια όπερ και ….) Και βέβαια «Η ΔΗΜΑΡ ήδη ξεκαθάρισε ότι είναι κάθετα αντίθετη»! Όσο για την αξιωματική αντιπολίτευση τον ΣΥΡΙΖΑ, «ουδέν νεώτερον από το δυτικό μέτωπο». Και βέβαια δεν συζητάμε για μείωση 200-300 χιλιάδων απασχολούμενων στο Δημόσιο που θα ήταν απαραίτητο για την δημοσιονομική προσαρμογή αλλά για 20 με 30 χιλ., δηλαδή ένα όφελος περίπου 200 εκ ευρώ (για κάθε ένα από τα τρία πρώτα χρόνια και περίπου 550 μετά από αυτά).
ΥΓ. Και αυτοί άνθρωποι είναι και δεν μου είναι καθόλου ευχάριστο να γράφω και να συζητάω για το πόσοι συνάνθρωποί μου πρέπει να χάσουν την δουλειά τους. Το θέμα όμως παραμένει ότι το Κράτος δεν πρέπει να κοστίζει στους πολίτες του υπέρογκα, σε βαθμό ασφυξίας. «Έλεος», που λέει και η κόρη μου!

Merkelismus

     July 9 (Bloomberg) -- Germany sold 3.29 billion euros of six-month bills at a record-low yield of minus 0.0344 percent, according to a statement from the Bundesbank today. That’s less than a yield of 0.007 percent at the previous auction of similar-maturity debt on June 11.
Αυτό απλά σημαίνει ότι κάποιοι προτιμούν να «επενδύσουν» τα χρήματά τους ή/και των πελατών τους με αρνητική απόδοση -0,0344% για έξι μήνες από να τα κάνουν κάτι άλλο! Αυτό σημαίνει έλλειψη εμπιστοσύνης στο Ευρώ.
«Αυτούς» θα τους βάλει κανείς φυλακή; Θα τους κατηγορήσει κανείς για εσχάτη προδοσία;
Ο μόνος Μερκελικός πολιτικός που ξέρω είναι αυτός που με τις πράξεις και τα λόγια του τροφοδοτεί με καταθέσεις τις Γερμανικές τράπεζες και επιτρέπει στο Γερμανικό δημόσιο να «δανείζεται» και στο τέλος να βγάζει και λεφτά (αυτό σημαίνει αρνητική απόδοση στην λήξη)!
Τους δανείζεις  3,29 δις και σου επιστρέφουν σε έξι μήνες 565 χιλιάδες λιγότερα. Όχι και άσχημα για μιας ώρας δουλειά!

Ύφεση 6,7% «βλέπει» το ΚΕΠΕ ... και πού 'σαι ακόμα!

Ύφεση 6,7% «βλέπει» το ΚΕΠΕ

Εκτίναξη της ύφεσης φέτος στο επίπεδο του 6,7%, έναντι περίπου 5% που αναμένει η κυβέρνηση και η ΕΕ, προβλέπει η Μονάδα Οικονομικών Προβλέψεων του Κέντρου Προγραμματισμού και Οικονομικών Ερευνών (ΚΕΠΕ).

… και πού είσαι ακόμα!

Η Δαπάνη των Νοικοκυριών αντιστοιχεί προς το 74% του παραγόμενου ΑΕΠ (2011 και 71% Μ.Ο. εξαετίας 2006-2011) ενώ από την δαπάνη αυτή μόνο ένα 76% (Μ.Ο. εξαετίας) αντιστοιχεί στο Μικτό Εισόδημα των νοικοκυριών. Προφανώς το υπόλοιπο 24% χρηματοδοτείται από δανεισμό (καταναλωτικά, κάρτες, κλπ), κατανάλωση κεφαλαίου (αποταμιεύσεις) ή/και άδηλους πόρους (μαύρα, λεφτά σε σεντούκια, κλπ).
Αν υποθέσουμε ότι και φέτος ο δανεισμός θα παραμείνει περίπου στα ίδια επίπεδα και με δεδομένη την μείωση κατά περίπου 12% στα μικτά εισοδήματα - εκτίμηση της Τράπεζας της Ελλάδος (χωρίς να λαμβάνουμε υπόψη και την αύξηση της φορολογίας), έχουμε:
12% x ( 76% x 74% ) = 6,7%
Αν τώρα λάβουμε υπόψη και την αυξημένη φορολογία +15% (εκτίμηση μέσης αύξησης) από το 2011 (άρα μείωση κατά 15% των διαθέσιμων προς κατανάλωση εισοδημάτων), την ανεργία και την μειωμένη τουριστική κίνηση, η ύφεση θα ξεπεράσει κατά πολύ το 7%!

Grexit Risk; The Day After

In the fallout after May 6, Elections in Greece and Government formation stalemate, SYRIZA posed a serious tail event risk for an uncontrolled “Grexit” (Greece exit from the Eurozone). Thus, the recent Election result of June 17th, has removed that risk.
However, even before the last Election, a possible weak Government implied a far more serious tail-event risk in the medium term (3-6 months ahead) compared to the imminent risk posed by SYRIZA's proclamations.
Probabilities before June 17th:                                                                          Pi      Pii       
a)      ND/PASOK form a strong pro-Europe Government                           45%   25%
b)      SYRIZA wins the Election and orchestrates its plan                         40%   75%
c)      A weak government is formed and a third Election is required        15%   90%
Pi = probability of outcome, Pii = probability of Grexit
Tail-Event Risk before = (45%x25%) + (40%x75%) + (15%x90%) = 54.75%
After the Election and although the result was in line with scenario (a) above, the three parties of the pro-European front failed to form a strong Government. PASOK & Democratic Left (DEMAR) support the new Samara's Government but don’t participate in it, not in any meaningful manner anyway. That is perceived by many analysts as a weak support that may break at any time under either pressure from the TROIKA or from the populist opposition party’s rhetoric.
Thus, scenario (c) is back in the play (see scenario 2 hereafter).
New probabilities after June 17th:                                                                     Pi      Pii       
1)      The new Government gains momentum and support                       50%   25% (a)
2)      The weak government formed falls in 3-6months                            50%   90% (c)
Pi = probability of outcome, Pii = probability of Grexit
Tail-Event Risk after = (50%x25%) + (50%x90%) = 57.5%
(And this can become even worse if Pi1 is 40% and Pi2 is 60%, thus the new probability of a Tail-Event Risk rises to 64%)

Κάπως έτσι έχουν τα πράγματα

Η Ιρλανδία και η Πορτογαλία, όσο εμείς κουρευόμασταν και χτενιζόμασταν, αυτοί δούλευαν. Έτσι, σήμερα τα Πορτογαλικά επιτόκια της δεκαετίας (ομόλογα δεκαετούς διάρκειας) έπεσαν για πρώτη φορά μετά από ένα χρόνο (από 7 Ιουνίου του 2011) κάτω από το 10%! Την ίδια εποχή, τα Ιρλανδικά ήταν στο 10,8% και σήμερα στο 7,15% ενώ τα αντίστοιχα Ελληνικά ήταν στο 15.9% και σήμερα, μετά από την παραίτηση-μη παραίτηση του ΓΑΠ, το πρώτο PSI, την μπλόφα με την Τρόικα (Βενιζέλος), το δεύτερο PSI, το δημοψήφισμα του ΓΑΠ, το κούρεμα του PSI 2+, δύο Εκλογές και τρείς κυβερνήσεις, στο εκπληκτικό 27%!!!!

Το Δίλλημα των Εκλογών

Το πραγματικό δίλλημα αυτών των Εκλογών ήταν η επιλογή κυβερνητικού συνασπισμού μεταξύ δύο στρατοπέδων με όχι ομοιογενή ιδεολογικά χαρακτηριστικά αλλά με ξεκάθαρο προσανατολισμό για την Ευρώ-παϊκή προοπτική της χώρας.
Το Τελικό Αποτέλεσμα του Ιουνίου:
Πιθανώς, στο μυαλό κάποιων, να υπήρχαν και άλλες - θεωρητικά - προσεγγίσεις όπως η «Κυβέρνηση της Αριστεράς», ΣΥΡΙΖΑ, ΔΗΜΑΡ και ΚΚΕ αλλά εκτός από την ταμπέλα τα κόμματα αυτά ελάχιστα άλλα κοινά είχαν. Μάλιστα το ΚΚΕ διαφωνεί και με τον τίτλο (εμείς είμαστε το Κομουνιστικό Κόμμα Ελλάδας) ενώ η ίδια η ύπαρξη της ΔΗΜΑΡ (διάσπαση από τον Συνασπισμό - μίας εκ των 12 συνιστωσών του ΣΥΡΙΖΑ) είναι η απόδειξη της μη συμφωνίας μεταξύ των αριστερών σχηματισμών/κομμάτων. Η αλήθεια είναι ότι άλλοι πολύ πιο έμπειροι από εμένα στην ιστορική ανάλυση της Ελληνικής Αριστεράς μιλούν για το ανέφικτο της ενιαίας αριστεράς. Σήμερα, ίσως κάτι να έχει αλλάξει αλλά πάλι ίσως και όχι.
Σε κάθε περίπτωση, στις τελευταίες Εκλογές είχαμε να επιλέξουμε ανάμεσα σε ΝΔ, ΠΑΣΟΚ και ΔΗΜΑΡ του φίλο-Ευρωπαϊκού μπλοκ από την μία και ΣΥΡΙΖΑ, Καμμένο (ΑΝ.ΕΛ.), Χρυσή Αυγή τα κόμματα του αντιμνημονιακού και κατ’ επέκταση αντί-Ευρώ-παϊκού χώρου.
Το 50-50 φαντάζει κάπως παράδοξο λαμβάνοντας υπ’ όψιν τις επιλογές!

Μετά από τις Εκλογές της 6ης Μαΐου

«δεν ελπίζω τίποτα, δεν φοβάμαι τίποτα είμαι λεύτερος» Νίκος Καζαντζάκης
Μετά από τις Εκλογές της 6ης Μαΐου, ο ξένος τύπος έγραφε: «οι Έλληνες επιλέγουν το χάος», «διασυρμός των κομμάτων της κυβέρνησης»,  «για να το πούμε ωμά, είναι τελείως ασαφές, εάν η επόμενη κυβέρνηση θα τηρήσει τις δεσμεύσεις», «Οι φασίστες μπαίνουν στη βουλή». Η γερμανική υπηρεσία του Πρακτορείου Reuters μετέδιδε: «Η χώρα, που σώθηκε από τη χρεοκοπία με κούρεμα του χρέους της, αντιμετωπίζει την προοπτική δυσκολίας σχηματισμού κυβέρνησης. Τυχόν αμφιβολίες σχετικά με τη συνέχιση του προγράμματος σταθεροποίησης θα μπορούσε να θέσει σε κίνδυνο την παραμονή της χώρας στην ευρωζώνη».
Φοβάμαι, σκέφτηκα, ότι όλα όσα έχουμε υποστεί θα πάνε χαμένα. Ότι η ευρωπαϊκή προοπτική που χτίζαμε και στην οποία ελπίζαμε τόσα χρόνια κινδυνεύει να χαθεί. Μια ολόκληρη γενιά αλλά και αυτή που έρχεται θα πάνε χαμένες. Θα γίνουμε η Κούβα της Ευρώπης. Φοβήθηκα!
Ο φόβος είναι ένα σωτήριο συναίσθημα. Σε προφυλάσσει από τον κίνδυνο. Σε προειδοποιεί. Αλλά είναι από την φύση του αυτή συντηρητικός. Σε βάζει να αναζητήσεις την επιστροφή στο γνώριμο, το ασφαλές, την θαλπωρή της μητρικής αγκαλιάς. Πρέπει να κάνω κόμπο την καρδιά μου και την λογική μου και να ψηφίσω ΝΔ/Σαμαρά. Όλοι γύρω μου το ίδιο σκέφτηκαν.
Αμφιταλαντεύτηκα ανάμεσα στον φόβο και την λογική. Τον θυμό για την διεφθαρμένη παλαιοκομματική νομενκλατούρα που μας οδήγησε στην χρεοκοπία αλλά και την ριζοσπαστική της μετεξέλιξη, τον ΣΥΡΙΖΑ. Αμφιταλαντεύτηκα ανάμεσα στην ανάγκη για τον σχηματισμό μιας φίλο-Ευρωπαϊκής κυβέρνησης και της ανάγκης για να αλλάξει κάτι σε αυτή την χώρα. Αμφιταλαντεύτηκα ανάμεσα στην ανάγκη για την ουσιαστική μεταρρύθμιση και την αυτοπροστασία από τον κίνδυνο της επέλασης των συντεχνιακών συνιστωσών. Δεν με φοβίζει η Αριστερά, με φοβίζει η δημαγωγία και ο λαϊκισμός του ναρκισσισμού που αναδύεται από την σύμπραξη των συνιστωσών της ριζοσπαστικής αριστεράς με τις προνομιούχες συντεχνίες του μετάσοβιετικού-αστικού μας συστήματος. Ακόμα αμφιταλαντεύτηκα ψάχνοντας να βρω την ουσία στα λόγια των "εξ ων συνετέθη" εκπροσώπων του ΣΥΡΙΖΑ και τις αντιπροτάσεις των "Νέο Δημοκρατών" φωστήρων όπως ο πρώην υπ. οικονομικών κ. Παπαθανασίου (βασικός συντελεστής της εγκληματικής "αμέλειας" που οδήγησε στην χρεοκοπία και το μνημόνιο.)
Μετά από ώριμη σκέψη, αποφάσισα ότι ο φόβος μόνο δεν φτάνει. Η Ελλάδα χρειάζεται λύσεις. Πρέπει λοιπόν να υπάρχει και η λογική στην Βουλή. Όχι άλλοι φόροι για να συντηρείται το πελατειακό κράτος των υπεράριθμων ιερών αγελάδων. Όχι άλλο αναχρονιστικό πανεπιστήμιο. Όχι άλλη ανοχή στην σήψη και την διαφθορά. Έτσι, στην πραγματικότητα, στις Εκλογές στις 17 του Ιουνίου, υπάρχει μόνο μία επιλογή: Δράση/Δημιουργία Ξανά.
Τώρα πια «δεν ελπίζω τίποτα, δεν φοβάμαι τίποτα είμαι λεύτερος»

Ναι στο μνημόνιο, όχι στο Ευρώ! Αυτό δεν το έχουμε ακούσει ακόμα!

Το Ευρώ δεν είναι μονόδρομος. Δεν είναι εκβιασμός αλλά στρατηγική επιλογή. Αυτό θα έπρεπε να είναι κατανοητό από όλους. Γι’ αυτό και οι Ευρωπαίοι πολιτικοί και οι συμπολίτες τους δεν μπορούν να διανοηθούν, πόσο μάλλον να καταλάβουν, πως είναι δυνατό να θέλεις να είσαι στο κοινό νόμισμα αλλά να μη αποδέχεσαι τους κοινούς κανόνες που το συνοδεύουν.
Ειδικά, ένα νόμισμα που παρά τα πολλά του πλεονεκτήματα χαρακτηρίζεται από σαφείς σχεδιαστικές ατέλειες που καθιστούν την ευλαβική τήρηση των κανόνων σταθερότητας της ευρωζώνης όχι απλά απαραίτητες αλλά μονόδρομο (αυτό είναι μονόδρομος). Οι αιτίες του ημιτελούς σχεδιασμού του βρίσκονται στην ίδια την δομή της Ευρωπαϊκής Ένωσης.
 Ένα νόμισμα –μια νομισματική ένωση με άλλα λόγια- για να λειτουργεί αποτελεσματικά χρειάζεται και μία ενιαία δημοσιοοικονομική πολιτική. Όμως την εποχή που δημιουργήθηκε ήταν εξαιρετικά δύσκολο στα κράτη μέλη να απεμπολήσουν και την δημοσιονομική τους πολιτική μαζί με την νομισματική. Έτσι επιλέχτηκε το σύστημα του εθελούσιου δημοσιονομικού αυτοελέγχου (συνθήκη του Μάαστριχ) με ελλείμματα <3%, χαμηλό πληθωρισμό και στόχο για το χρέος να μην υπερβαίνει το 60% του ΑΕΠ. Τηρουμένων των αναλογιών, το Ευρώ με τα χαμηλά επιτόκια, την μεγάλη διεθνή απήχηση και το πλαίσιο σταθερότητας που προσέφερε βοήθησε στην βελτίωση του βιοτικού επιπέδου των πολιτών των χωρών μελών.
Όμως, η συμμετοχή σε μια τέτοιου μεγέθους συμμαχία φέρει και σημαντικές υποχρεώσεις, ειδικά για τους λιγότερο ισχυρούς. Για αυτό επινοήθηκαν τα διάφορα διαρθρωτικά ταμεία με τα γνωστά Πακέτα Ντελόρ και τα συνακόλουθα. Όμως σε κάποιες χώρες, όπως η Ελλάδα μας, η χρήση τους αντί να γίνει με σκοπό την πραγματική σύγκλιση έγινε με μοναδικό σκοπό την εισοδηματική σύγκλιση (όχι την διαθρωτική). Έτσι το κράτος αντί να μειώνεται και η οικονομία να γίνεται πιο ανταγωνιστική, τα χρήματα αυτά χρηματοδότησαν αμφίβολης προστιθέμενης αξίας έργα και δραστηριότητες με μοναδικό σκοπό την αναδιανομή εισοδήματος που όμως δεν παράχθηκε, απλά επιδοτήθηκε και καταναλώθηκε. Στην συνέχεια, όταν η περίοδος της επιδοτούμενης σύγκλισης τελείωσε με την είσοδό μας στην ΟΝΕ, τα χαμηλά επιτόκια του Ευρώ ευνόησαν τον άλογο δανεισμό ο οποίος κατευθύνθηκε και αυτός σε κατανάλωση ιδιωτική και δημόσια. Έτσι μετά αρκετά χρόνια και κυβερνήσεις που επαγγέλονταν αλλά δεν πραγματοποίησαν καμία διαρθρωτική, εκσυγχρονιστική αλλαγή φτάσαμε στην επικείμενη χρεοκοπία την άνοιξη του 2010.
Η πρώτη ένδειξη επικείμενης χρεοκοπίας είναι όταν οι αγορές αποφασίζουν ότι η χρηματοδότησή σου είναι πλέον επίφοβη οπότε και αρχίζει η απότομη αύξηση των επιτοκίων δανεισμού (risk premium). Αυτό είναι ένα μήνυμα ότι εάν δεν αλλάξεις σύντομα δεν θα μπορείς πλέον να χρηματοδοτείσαι από τις αγορές χρήματος. Το σήμα αυτό το πιάνουν οι εταιρίες αξιολόγησης και αρχίζουν οι υποβαθμίσεις της πιστοληπτικής σου ικανότητας οι οποίες επιδεινώνουν την κατάσταση. Εφόσον δεν λάβεις τα μέτρα σου το τέλος είναι κοντά. Αυτό συνέβη τον Μάιο του 2010.
Στην επόμενη φάση έχεις την επιλογή της αναδιαπραγμάτευσης του χρέους ή την προσφυγή στο IMF ή άλλο μηχανισμό στήριξης όπως αυτός της Τρόικα και σύντομα το ESM. Την στιγμή που σου χορηγείται δάνειο σε αυτό το πλαίσιο συνομολογείς εκχώρηση δικαιωμάτων προς την ικανοποίηση των δανειστών αυτών. Οι όροι αυτοί καταγράφονται σε ένα μνημόνιο (memorandum of understanding).
Το «μνημόνιο» είναι μια σειρά μέτρων που συνοδεύουν κάθε δανειακή σύμβαση. Έτσι υπάρχει το επάρατο «μνημόνιο» μεταξύ της Ελλάδας και των Ευρωπαίων εταίρων μας και του IMF. Δεν είναι δυνατό να περιμένεις να σου δίνουν χρήματα, πόσο μάλλον τα χρήματα των άλλων Ευρωπαίων φορολογουμένων χωρίς κάποιο σχέδιο, κάποιες δεσμεύσεις για την χρηστή διαχείρισή τους αλλά και την αποπληρωμή τους.
Αρκετοί πιστεύουν ότι η βοήθεια προς την Ελλάδα είναι επαχθής καθώς, κατά την άποψή τους-άποψη που συμμερίζονται αρκετοί νομικοί- έχει σκοπό το κέρδος, το επιτόκιο. Η άποψη αυτή βασίζεται, όχι αδίκως, στο υψηλό επιτόκιο με το οποίο συνοδεύτηκε η πρώτη δανειακή σύμβαση. Το ΔΝΤ, την πρώτη στιγμή πίεζε ώστε το επιτόκιο να είναι το χαμηλότερο δυνατό, αλλά η προτεσταντική ηθική των βορείων εταίρων μας επέμενε σε τιμωριτικό επιτόκιο ως τιμωρία για τις αποκλίσεις αλλά και τις ψευδείς διαβεβαιώσεις για το έλλειμμα και το μέγεθος του προβλήματος. Ταυτόχρονα, όπως υποστήριζαν πολλοί στο αγγλοσαξονικό τόξο σκέψης, η μη τιμωρία ενός παραβατικού κράτους θα αποτελούσε ηθικό κίνδυνο "moral hazard" για μίμηση από άλλα κράτη σε ανάλογη κατάσταση ή περίπτωση.
 Έτσι χάθηκε πολύτιμος χρόνος. Αλλά και για αυτό δεν φτάνει να δείχνουμε μόνο την Μέρκελ. Πρέπει να δούμε και τις δικές μας ευθύνες και αντιστάσεις στο να αντιληφθούμε το πρόβλημα. Ίσως ακόμα και στο να παραδεχτούμε ότι έχουμε πρόβλημα, συνέπεια των αλλοπρόσαλλων πολιτικών και πρακτικών του παρελθόντος.
Οι αγορές, όμως, που είχαν εντοπίσει από καιρό τις αδυναμίες της ελληνικής οικονομίας έκαναν πάρτι με τις αμφιλεγόμενες και αλλοπρόσαλλες δηλώσεις και επιχειρούμενες «λύσεις». Και δεν αναφέρομαι στις αγορές ομολόγων που αποτελούνται κατά κόρον από θεσμικούς επενδυτές αλλά στους κερδοσκόπους -τίποτα το υποτιμητικό σε αυτόν τον όρο- που στοχεύουν στην εκμετάλλευση αδυναμιών για την καταγραφή σημαντικών κερδών σε σύντομο χρονικό διάστημα. Ταυτόχρονα, η έλλειψη σχεδίου από την Ελληνική πλευρά (για αυτό έχουμε τεράστια ευθύνη και πρώτοι απ’ όλους την φέρουν το ΠΑΣΟΚ και η ΝΔ), κατέστησε την διαχείριση της κρίσης οπορτουνιστική και ευθυνοφοβική και είχε σαν συνέπεια το ανεδαφικό πρώτο μνημόνιο που συνόδευε την «ληστρική» τριετή δανειακή σύμβαση. Το μέγεθος της ύφεσης υποεκτιμήθηκε καθώς αγνοήθηκε η φυσιογνωμία της Ελληνικής οικονομίας. Η παντελής ανικανότητα της κυβέρνησης Παπανδρέου να προχωρήσει σε διαρθρωτικές αλλαγές, οι μόνες που θα εξασφάλιζαν την μακροχρόνια βιωσιμότητα του προγράμματος και την μείωση του πρωτογενούς ελλείμματος το οποίο είναι διαρθρωτικό και όχι συγκυριακό, συνέβαλε στο πρόβλημα επιτείνοντας την κατάσταση. Έτσι, ενώ το αρχικό πακέτο μέτρων αποσκοπούσε στην διαχείριση του προβλήματος, τελικά αποτέλεσε τον καταλύτη που επέτεινε την φωτιά.
Κάτι που αγνοήθηκε κατά την πρώτη φάση της κρίσης ήταν το θέμα της βιωσιμότητας του χρέους. Η «βιωσιμότητα» (η δυναμική που αναπτύσσεται στο χρέος.) είναι εξίσου σημαντική παράμετρος κάθε προγράμματος στήριξης καθώς από αυτήν εξαρτάται η μελλοντική δυνατότητα χρηματοδότησης της χώρας από τις αγορές. Είναι τελείως διαφορετικό πράγμα το 120% (χρέος/ΑΕΠ) όταν έρχεσαι από το 200% και άλλο όταν έρχεσαι από το 100%. Στην πρώτη περίπτωση αναρρώνεις ενώ στην δεύτερη «πεθαίνεις». Και σε αυτό τον τομέα, της διαχείρισης της βιωσιμότητας του χρέους, επιλέχτηκε η λεκτική παρέμβαση χωρίς κανένα ορθολογικό σχέδιο και ρεαλιστικό χρονικό ορίζοντα δράσης.
 Έτσι, με τις αλλεπάλληλες παλινωδίες του ΓΑΠ, τα μένω, φεύγω και τα δημοψηφίσματα (θέμα που πλέον άνοιξε και από πρωτοβουλία της ελληνικής κυβέρνησης έρχεται πλέον ως ευρωπαϊκή απαίτηση) οδηγηθήκαμε σε νέα δανειακή σύμβαση μεγαλύτερης διάρκειας που θα καλύψει τις δανειακές ανάγκες της χώρας και για τα επόμενα χρόνια έως και το 2020.
Στο δεύτερο μνημόνιο, τρία χρόνια μετά, συμπεριλαμβάνονται και όλες οι διαθρωτικές αλλαγές που θα έπρεπε να είναι το δικό μας σχέδιο για την μεταρρύθμιση της οικονομίας και της Ελλάδας γενικότερα. Όμως συνοδεύεται και με ένα καταστροφικό PSI που οδηγεί (πλέον οδήγησε) τις ελληνικές τράπεζες, τα ασφαλιστικά ταμεία και τους μικρό-αποταμιευτές σε χρεοκοπία. Λόγο και αυτής της επιλογής το χρέος μειώθηκε ελάχιστα και σε συνδυασμό με την κατάρρευση των τραπεζών και την φυγή καταθέσεων και κεφαλαίων στο εξωτερικό, θα οδηγηθούμε, τρία χρόνια μετά την έναρξη της κρίσης στο πλέον αρνητικό σενάριο της ολοκληρωτικής παύσης πληρωμών στο εσωτερικό. Αυτό βέβαια οδηγεί με μαθηματική ακρίβεια στην νέα Δραχμή και στην έξοδό μας από τη ευρωπαϊκή Ένωση και όχι μόνο την ευρωζώνη.
Όλα αυτά γιατί ακόμα αρνούμαστε να παραδεχτούμε το ότι έχουμε πρόβλημα. Ότι το δημόσιο, ο μεγάλος ασθενής, δεν μπορεί πια να συντηρείται από την ανεμική (και καταναλωτική) μας οικονομία. Ότι το «λεφτά δεν υπάρχουν» δεν είναι σύνθημα αλλά τραγική διαπίστωση.
Η λύση δεν είναι στο περισσότερο κράτος. Είναι σαν να βάζεις κι άλλα  κούτσουρα στην φωτιά. Η λύση σήμερα είναι στο μικρότερο και πιο αποτελεσματικό κράτος καθώς και στη στήριξη (μη παρεμπόδιση) της ατομικής πρωτοβουλίας και επιχειρηματικότητας. Αλλά πάνω από όλα, η λύση δεν μπορεί να είναι τίποτα από όλα αυτά εάν δεν είναι μέρος ενός σχεδίου. Το στρατηγικό αυτό πλάνο πρέπει να το συμφωνήσει το «νέο» πολιτικό σκηνικό. Τα μέτρα, όπως και οι επιμέρους επιλογές και τακτικές είναι δευτερεύουσας σημασίας. Αυτό που είναι το βασικό είναι ο στόχος. Που και τι θέλουμε. Μετά θα βρούμε το πως και το πόσο.

Born to be Fighters (Γεννημένοι Μαχητές)

That is the kind of spirit we need. That is how we can escape from the death row we have put ourselves in. A plan, hard work and a strong belief we can do it.

Ένα σπουδαίο δεύτερο ημίχρονο που αποδεικνύει ότι ακόμα και όταν νομίζεις ότι όλα έχουν τελείωσει, όσο άσχημα και αν είναι τα πράγματα υπάρχει πάντα κάτι που μπορείς να κάνεις. Να σηκωθείς και να παλέψεις! Μία περήφανη ομάδα με περήφανους παίχτες, οι πρωταθλητές του EURO 2004. Εμπρός Ελλάδα, φύγαμε!
Αυτό το πνεύμα χρειαζόμαστε. "Γεννημένοι μαχητές". Έτσι θα αποδράσουμε από το εκτελεστικό απόσπασμα. Με σχέδιο, σκληρή δουλειά αλλά και πίστη ότι μπορούμε και θα τα καταφέρουμε.

Mind the GAP

This post was originally written back in November 2011 as a draft for a Letter to the former PM. I believe it remains a relevant assessment of how we have arrived to this predicament. The first paragraph has been edited to account for today.

The Greek PM made a very dangerous mistake by declaring his intention for a referendum last November. First because he already had an agreement with the other EU leaders and second because people should never be asked: "do you want to pay your taxes or not", or "are you happy with the new memorandum, or not". On the first ground, by declaring a ref. he left his lenders (not partners) hanging. On the second ground, when you address the sentiment of people you get a sentimental response. Logic needs a logical approach to work. The Greek PM (GAP) hid behind the question. He also hid his cabinet’s failure to tackle the problem effectively (not an easy task admittedly). But his indecision has caused us a default and increased the risk of Greece exiting the EZ and EU altogether. Many would argue, as they had, that this was unavoidable. Historians would do justice to those. But at some point in time there was a way out. All he had to do was start working on the structural problems that made Greek deficits almost permanent. Reduce the public sector, privatise State assets and services and use the proceeds to deleverage. The private sector was at a much better shake three years ago. Now, two years after the first bailout, the private sector has weakened to the point of breaking and still the government has not address the issue. Instead, he declared war to the private sector, in the name of the people. So, instead of throwing needless referendums (one of his great aspirations) he should have put his government to work. Last November, when he couldn’t go on anymore, he should have resigned and ask people to elect a new government with a clear mandate.
On the issue raised by many commentators and analysts, regarding the easiness of the “solution”, I’ve never said it was easy or not without serious repercussions to people and the society (Greek) overall. I am Greek, I live here (on the ground) and demonstrations run under my office (still have a job) every time. I witnessed the MARFIN branch burning, etc. I am not implying that the solution is simple. However, when you have to reduce Gov debt, there are two things you can do. Balance the budget and sell assets and use the proceeds to buy back debt or default. On the first subject, depressed asset prices (i.e. in the stock exchange) had not always been that depressed hence the delay is the government’s misdoing. Yet, at the same time, Greek debt prices have fallen as well. I have recently commented on FTAV that with each 100 Euro of revenue from sales we could be buying 270 Euros of nominal debt. So, with 5 bn of revenue from such sales we could be retiring 13.5 bn of debt or 6-7% of GDP. Furthermore, that kind of action would have signaled markets that we mean business. This can be argued on and on. Inaction is the fact thus my criticism. On the subject of unemployment I agree, however, things could have been different if we have not lost so much time and money.
Back in November 2009, I had calculated what we needed to do in order to reduce debt to GDP below 100% using the official budget figures and an estimated number of public salary/fee earners of c.a. 1 mio. It went like this:
  • Cut up to 400 thousand people from public payroll (don’t had to be all layoffs – use privatizations or assign the private sector with functions currently exercised by the State like central payroll service, tax collection, public transportation, etc)
  • Reduce the average salary cost by over 20%,
  • increase VAT tax to up to 25% (from then 19%) for 1-3 years and then trim it back to 20%
and all that with admittedly milder forecasts about nominal GDP growth (still more aggressive than the at-the-time estimates by the IMF and EU) and some more aggressive inflation numbers, pretty much the kind we are actually experiencing. Price inflation in Greece is a direct consequence of the structural inefficiency of domestic markets. All this was an exercise but it had one basic assumption: we don’t lose time because if we don’t balance the budget fast and turn to surpluses-not merely primary but actual budget surpluses- the time lost will make debt to GDP unmanageable (today it is), weaken the private sector to the point that it cannot operate including the banks.
What actually has happened has caused mass layoffs in the private sector, instead in the public one where the problem is, and thus made the whole solution almost impossible without a hard default.
This government (Papandreou's) lost time and time was the only thing we didn’t had.
We all need to realize that the public sector can no more be regarded as a mass employer, simply because it cannot afford it (we cannot- you, me and all the other tax-paying subjects). Evasion of taxes has to be tackled but it is as hard as it can be, simply because it is considered by many as a “magkia” to avoid taxes, something that most Europeans find hard to comprehend, and rightfully so, imo. (The translation of “magkia” in English is misleading but the Greek meaning has its origins in the Ottoman times were tax collection was an act of discrimination between Christian subjects –taxed- and Ottoman Muslins that were tax exempt). 
Finally, we need to start again making things that others want to buy and sell them abroad to foreign markets thus reduce the huge trade deficit with real exports and not transit items or unwanted inventories (i.e. Olympic airways airplanes, imported medical drugs). We need to reinvest in the primary sector, agriculture, energy and basic resources and not just tourism because the latter is also the most cyclical of all services. We need to implement programs that will allow foreign companies to base factories in Greece, with low tax regimes – solely for exports to other markets, even with reduced wage agreements. Unemployment is far worse than a lower wage.
Finally we need to get serious and start working. Recovery, like freedom, is not an entitlement but a conquest that we have to fight for. (imho)
PS. we cannot devalue -via drachma (GRD)- ourselves out of this crisis since we import goods and services and have hard currency debt (official sector and PSI-EFSF).
